When I shake the filter, why does it sound broken in the GLACIER FRESH Air Filter?

There is a small UV bulb that can help clean the air inside the refrigerator. When you shake the air filter, the charcoal will hit the light bulb and it sounds like the device is broken. This is perfectly normal. The unit is usually not damaged.
